The Ministry of Transport has announced plans to establish a comprehensive regulatory framework for the operations of commercial motorcycles and tricycles, popularly known as okada.
Transport Minister, Mr. Joseph Bukari Nikpe, said the Ministry has initiated processes to amend the Road Traffic Act, 2004 (Act 683) and the Road Traffic Regulations, 2012 (L.I. 2180) to accommodate motorcycles and tricycles used for fare-paying passenger services.
“Motorcycles and tricycles, commonly known as okada, play a crucial role in our transport system. However, existing laws prohibit their use for commercial purposes, creating enforcement and safety challenges,” Mr. Nikpe stated at the Government Accountability Series press conference held at the Presidency in Accra.
He disclosed that stakeholder consultations on the matter have been concluded, and Cabinet has given approval for the proposed amendments. The draft will be laid before Parliament when the House reconvenes.
On public transport fares, the Minister noted that government had engaged transport operators to reduce fares in response to easing economic pressures, particularly falling fuel prices. This resulted in a 15 percent reduction in fares effective May 24.
According to Mr. Nikpe, the adjustment marks the most significant fare reduction since the current system of fare administration was introduced in 2015. He emphasized that the measure has brought relief to commuters while ensuring that transport operators remain financially sustainable.
