CAGD Rejects Claims of GH¢138bn Public Debt Overstatement

The Controller and Accountant General’s Department (CAGD) has refuted claims that it overstated Ghana’s public debt by GH¢138.91 billion in the 2023 Whole of Government Accounts.

The Auditor-General’s report had highlighted discrepancies, stating that while the CAGD reported the nation’s debt stock at GH¢861.4 billion, records from the Ministry of Finance placed the figure at GH¢737.17 billion.

Appearing before the Public Accounts Committee (PAC) on Monday, August 25, 2025, Controller and Accountant General Kwasi Agyei explained that the issue had been resolved through a reconciliation exercise.

His explanation was supported by the Assistant Auditor-General in charge of the Whole of Government Account Audit, Paul Affram, who confirmed that the figures were reconciled after the report’s release, validating the CAGD’s position.

The Department has therefore urged the public to disregard suggestions of an overstatement in the national debt figures.
