Sylvia Owusu-Ankomah Named CEO of Ghana Telecommunications and Digital Chambers

Sylvia Owusu-Ankomah has been appointed Chief Executive Officer of both the Ghana Chamber of Telecommunications and the Digital Chamber of Ghana, the organizations announced Tuesday. Her appointment takes effect immediately, following the conclusion of Ing. Dr. Kenneth Ashigbey’s nearly eight-year tenure earlier this year.

With close to 20 years of leadership experience spanning Ghana’s telecommunications, digital technology, and fast-moving consumer goods sectors, Ms. Owusu-Ankomah is expected to bring a blend of industry insight and policy expertise to the role. Her career includes senior roles at MTN Ghana, Tigo (Millicom Ghana), AirtelTigo, and Guinness Ghana Breweries PLC.

“Sylvia’s appointment represents an exciting new chapter for the Chamber,” said Stephen Blewett, Chair of the Governing Council and CEO of MTN Ghana. “Her deep roots in the telecom sector, coupled with her proven ability to unite stakeholders and deliver tangible results, position her perfectly to lead the industry into its next phase of digital growth and innovation.”

Ms. Owusu-Ankomah played a key role in securing regulatory approvals for Ghana’s first major telecom merger between Airtel and Tigo, navigating complex policy landscapes and overseeing post-merger integration efforts. At MTN Ghana, she was instrumental in acquiring the 3G license and submarine cable landing rights, milestones that helped cement the company’s market leadership in data services.

She also served as a former Council Member of the Ghana Chamber of Telecommunications and held advisory roles with the Ghana Innovation Hub and the Ghana Investment Fund for Electronic Communications (GIFEC), where she helped shape strategies for digital inclusion and rural connectivity.

Most recently, Ms. Owusu-Ankomah served as Director of Corporate Relations at Guinness Ghana, overseeing public policy, sustainability, and strategic communications. Her work there included leading advocacy efforts that safeguarded licensing, expanded local sourcing, and advanced the company’s sustainability agenda.

In a statement following her appointment, Ms. Owusu-Ankomah said she was “humbled” to lead the Chambers at a pivotal time in Ghana’s digital transformation. “My mandate is clear—strengthening collaboration across government, industry, and consumers,” she said. “Together with our members, we will advocate for policies that enable inclusive and sustainable growth, safeguard critical telecom infrastructure, and position Ghana at the forefront of Africa’s digital future.”

Ms. Owusu-Ankomah holds an MBA in Management from Coventry University in the U.K., along with certifications in Public Policy Analysis from the London School of Economics and in Leading Sustainable Corporations from the University of Oxford’s Saïd Business School.

Her appointment signals a renewed focus by both Chambers on industry advocacy, innovation, and infrastructure protection at a time when Ghana’s digital economy continues to expand.
