A coalition of public interest Civil Society Organisations and prominent citizens, operating under the banner of the Citizens’ Coalition, has urged Parliament to halt further deliberation on the Ghana Scholarships Authority Bill, 2025.
The proposed legislation, which is currently before Parliament, aims to create a formal legal and institutional structure for the administration of scholarships across Ghana.
While acknowledging the government’s intent to enhance transparency and efficiency in scholarship distribution, the Coalition voiced concern over the swift progression of the Bill through the legislative process.
According to the group, there is no immediate crisis within the current scholarship system that justifies the lack of extensive stakeholder engagement or public input.
“We appreciate efforts to improve the governance of scholarships in Ghana,” the Coalition remarked, “however, a law of such national importance should not be hurried. It must be shaped with the insights of civil society, academia, and impacted individuals to ensure fairness, accountability, and long-term effectiveness.”
The Coalition stressed the need for inclusive legislative processes and called on Parliament to suspend the Bill’s advancement until comprehensive consultations are conducted to reflect the collective interests of Ghanaians.
