MoFFA Gives Unlicensed Mortuaries and Funeral Homes One Week to Comply with Regulations

Ghana’s Mortuaries and Funeral Facilities Agency (MoFFA) has given funeral homes and mortuaries operating without valid licenses one week to regularize their status or face closure, according to a statement issued Tuesday.

In a release dated October 22, 2025, the agency said it was acting under the Health Institutions and Facilities Act of 2011 (Act 829), which authorizes it to license, monitor, and regulate facilities that handle the storage, transportation, and disposal of human remains.

MoFFA said it was alarmed by the continued operations of unlicensed facilities, noting that such activity violates Section 55 of the Act. The law provides that anyone running a mortuary or funeral home without proper registration commits an offense and may be fined or have their business shut down, temporarily or permanently.

“All operators of facilities and practitioners are by this notice advised to take steps to regularize their operations or risk closure of their facilities,” the agency said.

MoFFA urged noncompliant operators to visit its offices at the former Ministry of Health Main Building in Accra or contact the agency through its website, www.moffa.gov.gh, for guidance on obtaining proper licensing.

The regulator reiterated its commitment to maintaining high public health standards and respect for the deceased, reaffirming its motto: “Protecting the Living; Dignifying the Dead.”
